Russell Road is off of Bedford Road, parallel with Devizes Road.
I am fairly sure that it is named on the same theme as other roads in the vicinity – parts of London. Both Russell and Bedford aren’t actually districts in London in the way that Kensington, Richmond and Westminster are (these are all roads on the other side of Devizes Road), but they do refer to squares in Central London, both, I think, in Bloomsbury.
