Constable Way, I would say, is very likely to be named after the artist. St Georges Way, Upper St, Lower St and Middle St all speak for themselves, up to a point. Richards Way and Stephens Way may both do the same – or even perhaps be named after individual builders.
Turner Close could have been named after somebody who was involved in its construction, then.
If I was a gambling man, though, I would probably bet that it is named after the artist JMW Turner. Although not as closely associated with Salisbury as Constable, he did visit Salisbury and painted views of both Stonehenge and the Cathedral.
