Police forces in England and Wales to get units that tackle violence against women

The British government has unveiled ambitious plans to transform how police forces across England and Wales respond to sexual violence and domestic abuse. By 2029, every police force will establish dedicated rape and sexual offences teams, marking a significant shift in how these crimes are investigated. Home Secretary Shabana Mahmood describes violence against women and girls as a national emergency, pledging to reduce incidents by half within ten years. This comprehensive strategy includes specialist training programmes, new protection orders, and enhanced digital investigation capabilities to tackle online abuse.

Specialist investigation teams to revolutionise rape case handling

The cornerstone of this initiative centres on creating specialised investigation units led by officers trained to understand perpetrator behaviour patterns. These teams represent a direct response to Operation Soteria, a Home Office project launched in 2021 that exposed troubling gaps in sexual violence investigations. The initial findings revealed that approximately half of existing rape investigation teams lacked complete qualifications, highlighting systemic deficiencies in how police services approached these sensitive cases.

Training programmes will focus intensively on eliminating rape mythology and problematic cultural issues that have historically led to victim-blaming attitudes. Officers designated as sexual violence first responders will ensure initial contact with survivors meets appropriate standards of care and professionalism. The National Centre for VAWG and Public Protection, backed by £13 million in funding, will provide essential support and guidance to these newly formed units across the country.

Implementation timelines will vary between police forces, depending on existing expertise levels and available resources. Notably, no additional funding has been allocated specifically for these units, meaning forces must absorb costs within current budgets. This constraint may challenge some regions more than others, particularly those with limited existing specialist capabilities or stretched resources already dealing with various crime types, including rising incidents such as retail theft across England and Wales.

Domestic abuse protection orders expand nationwide

Following successful regional trials, domestic abuse protection orders will be rolled out across England and Wales. The pilot scheme, which began in November of the previous year, operated initially in Greater Manchester and parts of London before extending to north Wales and Cleveland. Judges can now grant these orders in both civil and criminal proceedings, providing comprehensive protection for victims.

These protection orders enable courts to impose various sanctions on offenders, creating tangible barriers between abusers and their victims. The available measures include :

  • Electronic tagging systems to monitor offender movements and ensure compliance
  • Exclusion zones preventing perpetrators from approaching specific locations
  • Contact restrictions limiting communication with victims
  • Mandatory behaviour programmes addressing underlying issues

Importantly, these orders have no maximum time limits, allowing courts to maintain protections for as long as necessary. Breaching an order carries serious consequences, with offenders facing potential imprisonment for up to five years. The orders target all forms of domestic abuse, encompassing economic abuse, coercive and controlling behaviour, stalking, and honour-based abuse.

Digital enforcement and online abuser targeting

The government announced nearly £2 million investment in specialised police units comprising covert online investigators. These “crack squads” will focus on identifying and prosecuting internet-based abusers who exploit digital platforms to harass, stalk, or threaten victims. This acknowledges the evolving nature of abuse in the digital age, where perpetrators increasingly use technology to exert control.

Measure Investment Target outcome
Rape and sexual offences teams Absorbed within existing budgets All forces equipped by 2029
National Centre for VAWG £13 million Improved response coordination
Online investigation units £2 million Target digital abuse

Home Secretary Mahmood emphasised that rapists, sex offenders, and abusers will have nowhere to hide under the new framework. The combination of specialist physical investigation teams and digital enforcement capabilities creates a comprehensive approach to tackling gender-based violence across all platforms and environments.

Challenges and sector concerns about implementation

Despite the ambitious scope, the strategy has faced criticism regarding delays and stakeholder engagement. Karen Bradley, chair of the home affairs select committee, expressed concerns about the extended timeline for publishing the strategy, originally expected in spring. The delay created significant uncertainty across the violence against women and girls sector, leaving organisations unclear about guiding principles for their work.

Bradley’s letter to ministers highlighted that repeated postponements send a troubling message that tackling gender-based violence may not represent a genuine government priority, despite the stated ambition to halve incidents within a decade. She noted concerns about poor engagement and transparency with sector stakeholders throughout the strategy’s development process.

The manifesto pledge to reduce violence against women and girls by fifty percent within ten years represents an ambitious target requiring sustained commitment and resources. Success will depend on effective implementation of specialist teams, adequate training provision, and genuine collaboration with frontline organisations supporting victims. The comprehensive approach combining investigation improvements, protective measures, and digital enforcement capabilities offers promise, but delivery timelines and resource constraints present real challenges requiring careful monitoring and adaptation.
